Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: hopeful statements are released from multiple capitals. Immense energy is devoted on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a ability afforded by current data. From witness perspectives, military aircraft that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm engaged a drone in the vicinity, part of a defensive team – probably imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv faced the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, no doubt, persist.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unrealistic to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through words or deeds, from assuming that the situation will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a complete military breakdown until conditions improve in its benefit.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
